As Procurement Manager you are working in a small but energetic project team. You work closely with other departments in the organization and you report to the Project Manager.
This position offers you the opportunity to perform various purchasing tasks like:
- Establish, implement and follow up the purchase agreements based on the conditions of the customer contract
- Creation of tenders and supplier selection, in close cooperation with the technical depart-ments and the project manager
- Managing the prequalification’s, sending out of the request for proposals
- Negotiating contract terms and conditions andprice
- Procurement of medical, mechanical, electrical, building materials and services.
- Supervision and control of the project’s purchasing budget and time schedule of deliveries
- Project purchase administration
- Supplier assessment and claim management
- Developing the sourcing strategy with the Project Manager

Procurement Manager has especially following responsibilities:
• Participation in the preparation of the procurement strategy, like scope split scenario, inquiry, sourcing and awarding strategies, etc.
• Issuing of RFQ’s or tenders and keeping the supplier data up-to-date.
• Implementation of the procurement strategy
• Coordination of the procurement team
• Cooperation in the selection of suppliers and to ensure that always the supplier with the best price, delivery time, quality and services will be chosen.
• Negotiate and finalize purchase contract details
• Supervision and control of the project’s purchasing budget
• Execution of the conditions of ECA projects and/or sourcing strategies
• Compilation of purchasing statistics
• Supplier assessment
• Monitoring the market in order to discover profitable suppliers. This includes visits to trade fairs, exhibitions and suppliers, if necessary
• Building, maintaining and improving supplier relations
• to ensure the auditability of decisions made during the project
1. Responsibility:
a. Consulting and making suggestions for Company leaders:
- Research and update regulations of Vietnamese law on investment; Public Investment; on management and use of ODA loans, preferential loans from foreign donors and commercial loans, export credit.... to analyze, evaluate, advise and make proposals appropriate to the bunisness lines, business investment and development orientation of VAMED and VHPVN in Vietnam.
- Research and survey the investment and business environment, public and private healthcare investment and development needs and potential in Vietnam with the aim of expanding investment, preparation and implementation of VAMED projects from all capital sources;
- Research international treaties, international agreements, regulations and guidelines on bilateral and multilateral economic and trade cooperation of Vietnam Government and countries and organizations of the European Union , OeCD (Austria, Finland...) where Vamed Egineering GmbH has headquarters, branches or representative offices to develop investment projects in Vietnam.
b. Directly communicate and work with State management agencies and partners and customers in Vietnam during the process of mobilizing, attracting capital and implementing VAMED investment projects in Vietnam.
c. Directly compose:
- Documents during the preparation and implementation of investment projects;
- Administrative documents, letters, notices, telegrams... for transactions with relevant agencies and to serve the management and administration of VHPVN leaders;
- Regular and extraordinary reports; periodic reports and thematic reports according to regulations and requests of VHPVN leaders;
- Documents prepared for VHPVN leaders for meetings, working or required periodically related to assigned work.

Preparation and interfacing of loaded layouts and pre-installation drawings for medical equip-ment
Participation in discussions with customers
Participation in Preparation of project schedules and calculations
Coordinated and quality-assured approach in project handling in accordance with the Pro Fit Design and Engineering review
